  Programs that provide job development, job training, job search, job placement, specialized job situations and other supportive services for individuals and groups who are having difficulty finding paid employment. These programs especially target people who have minimal job skills, veterans, older workers, youth, ex-offenders, public assistance recipients, refugees/immigrants, members of minority groups and others who are vocationally disadvantaged. Included are government-subsidized programs and those offered through the private sector.

  Programs that provide assistance for veterans who are having difficulty understanding, accessing, and/or are unaware of the full benefits and services to which they are entitled by law based on service to their country. The programs may help veterans understand the eligibility criteria for benefits and services, the benefits and services provided by the program, the payment process and the rights of beneficiaries; provide consultation and advice; help them complete benefits and services application forms; negotiate on their behalf with U.S. Department of Veterans Affairs staff; and/or represent them in administrative processes or judicial litigation. Included are Veteran Services Officers (VSOs) who are trained and accredited by the Veteran's Administration (VA) and can be found in offices specific to each state, the county courthouse, the local VA office and local veteran's rights organizations; as well as legal aid programs that offer more formalized legal assistance.

  Programs that enable individuals with disabilities, people who abuse drugs or alcohol, or people who have emotional problems to obtain the training and employment experiences they need to achieve economic self-sufficiency. Services may include vocational evaluation, work adjustment, work experience, training in marketable skills and placement in competitive employment or a sheltered work environment.

  A severe, chronic disability that is attributable to a cognitive, neurological or physical impairment or a combination of cognitive, neurological and physical impairments; that is manifested during the developmental period (prior to age 22); that is likely to continue indefinitely; and that results in substantial functional limitations in three or more areas of major life activity including self-care, receptive and expressive language, learning, mobility, self-direction, capacity for independent living, and economic self-sufficiency.

  A disability insurance program mandated by the state and funded by employer contributions which provides compensation to covered employees for loss of their earnings as a result of an accidental injury or occupational disease sustained during employment, or which compensates dependents in case of a work-related death. The program provides for income replacement and supplement; scheduled awards for loss of sight or hearing, dismemberment or disfigurement; medical expenses (including hospital care); vocational rehabilitation, occupational therapy and retraining to enable a possible return to the workforce; and funeral expenses.
